I am confident that 2024 will bring us more efficiency, fairness and justice in justice. This is the message I sent today to the 2023 activity review of the Prosecutor General’s Office.
I am glad that we all understood that we have pressing challenges to overcome:
The Public Ministry is facing significant deficits in terms of human resources. In 2023, the occupancy rate of the establishment plan reached 69%, and 22 prosecutor’s offices operated with a single appointed prosecutor.
The Section for the Investigation of Justice Crimes and the formulas that replaced it. It’s also a theme in the Rule of Law Report, because there are concerns about efficiency. But together with colleagues from the Strategic Management Council, we initiated a project to amend Law nr. 49/2022, in the decision-making transparency phase.
Term of office of 3 years for senior prosecutors. I do not think it is enough, and here I resonate with one of the recommendations of the Venice Commission: high-ranking prosecutors and their deputies should be appointed for longer periods of time, without the possibility of renewing their mandate. It takes time to implement a reforming, consistent managerial project.
The investigation of sexual assaults on minors, the working model applied in Bucharest should also be replicated at national level.
Recovery of damages caused by crime. It is essential to deprive criminals of financial capacities that operate as both stimulus and support for illicit activities.
