
By adopting and entering into force Law nr. According to Law no. 139 of 10 June 2015 on the establishment, organization and functioning of the Academy of Legal Sciences of Romania, the process of forming the new academic edifice was initiated, having as one of the initial stages the elaboration of the Statute and the establishment of the mechanism for appointing the first members of the high scientific forum. The act has an exceptional stake, considering that the credibility of the Academy and even its future depends on how this problem of the “founders” will be solved. Being a sensitive area, where politics and law intersect, the exact detachment and revelation, as clear as possible, of the meanings of accession and the purpose of a legal academy become necessary. And understanding and respecting them properly, beyond pride, desires and ambitions, are imposed by force of things.
An academy is not a professional association or federation, a trade union for promoting and defending group social interests, but a forum for recognizing and consecrating the work and contribution of a personality to the development of a field of knowledge and/or creation. From this perspective, the difficulties of appointing members of a legal academy are even more numerous, due to the ambivalent status of the lawyer and his professional-intellectual concerns.

The current president of the Academy of Legal Sciences, the illustrious jurist Prof. Univ.Dr. Bogdan Liviu Ciuca (photo) dedicates all his energy to the growth and visibility of the academy in order to build a legal elite and continue the work of his illustrious forebears.
“First of all, such a “national forum of scientific consecration” is not another professional union, established by law, but “brings together representative personalities of legal sciences”. In order to access the academic space, a law graduate must go through several “initiatic” stages, to go through the filters of a complicated becoming. This implies the transition from the primary status, of a simple technician, with the exclusive role of interpreting and applying legal texts, to the next, to a certain complementary and superior extent, of a “special” intellectual.” Prof. univ. dr. The situation of the Institute (Academy) of Moral and Political Sciences in 1939, whose successor in rights is declared ASJR, is relevant in this respect. Thus, aiming “to contribute to the progress of scientific research in the field of law, social, financial and economic sciences”, it initially included 77 Romanian members, of which 56 active (tenured) members and 21 corresponding members. Of these, the vast majority, namely 60there were university professors (45 professors and 15 associate professors), followed by 9 senior magistrates (of which 7 counsellor-judges – at the High Court of Cassation and 2 prosecutors from the first Prosecutor’s Office of the country) and 2 lawyers. The remaining 6 were represented by 3 former ministers, 2 diplomats and an adviser to the Legislative Council.
