Intermediate courts are not the answer. Changing the fundamental structure of
delivering criminal justice is not a principled response to a crisis that was not caused by
that structure in the first place.
We have set out alternative recommendations in our submission to Leveson’s review of
criminal justice, including a new model for diversion which would reduce the number of trial receipts.
