The XIVth Colloquium and Congress of AIDRU
20–21 September 2024
Two decades ago, on the occasion of an edition of the Francophone Environmental Law Days,
organized in Bucharest by the University Agency of the Francophonie (APELF-UREF) in collaboration with
Ecological University of Bucharest (UEB), Professor Thierry Tanquerel, today’s president of the
International Association of Urban Planning Law (AIDRU or the association), asked me if in
Romania is studying urban planning law, and to my affirmative answer he invited us to participate
to the activity of the association. That was the beginning.

A few years later, in September 2007, I took part in the Biennial Colloquium of AIDRU held
in Paris with a theme that seems predestined for my involvement: L’environnement dans le droit de l’urbanisme
in Europe. On this occasion we entered into a relationship and established a close academic collaboration with
the then president of AIDRU, the current honorary president of our association, Mrs.
Jacquelline Morand-Deviller.

Under the halo of our cooperation, we then participated in the GRIDAUH team, which provided
assistance in the evaluation of the premises for the codification of urban planning legislation in Romania, together with, among other things,
others, professors J. Jegouzou and Jean-Pierre Lebreton. It was the sequel and contributed to the
diversifying our collaboration with the French School of Urban Planning Law. To them and many others
which were, in a way, almost expressing to them my sincere feelings of professional appreciation
and cordial collegiality.
Of course, other cooperation actions followed, led by participation in the colloquiums and
successive congresses of AIDRU and, among others, in September 2013 was held for the first time
in Bucharest, organized by UEB, the biennial colloquium of AIDRU on the theme Le Renouvellement urbaine
in Europe.
On such an itinerary, briefly sketched, the Romanian urban planning law grew and asserted itself in
national level and participated in the relevant international dialogue on comparative law.
These days we are meeting again, in colloquium and congress in Bucharest and to debate a
Special theme: Urban planning law and climate change: challenges and perspectives.
In a famous quote it is said that Une coïncidence n’est qu’une explication qui wait son
hour. Mutatis mutandis, in our case the coincidence that imprints special meanings
scientific event and gives it broad perspectives for deepening and further reflection
in the future is related to the fact that the issue of the impact of climate change on urban planning law is
debated in the conditions in which in Romania the Code is in the parliamentary procedure for the adoption of the
spatial planning, urban planning and constructions, which assumes as a defining axis precisely
ecoclimatic requirements of urban planning and regulation. We are, therefore, in the rare situation in fact, in which the rhythm of theoretical reflection does not advance majorly, but takes place almost concomitant with the legislative effort (codification) and the law-making act.
If it had already been adopted and entered into force the Romanian Code of Spatial Planning, Urban Planning and Construction
is the subject of a real “case study”, an example of a school.
Waiting of the legislative outcome, hope is nevertheless born and the prospects of initiation and launch are opened
new study and research projects on this topic.
In terms of academic-university concerns, the theme of the impact of the eco-climatic transition
urban planning law is a priority of the activity of the Doctoral School of Law of the
Ecological University. It is in addition to the other defining topics related to the ecological transition and
and is circumscribed by the vision of creating a Great School of Law within our university
and the law of new technologies.
With these thoughts and hopes, with the excitement of seeing colleagues and friends for decades and
past milestones of our collaboration, and at the same time with confidence in the future and in the future.
