Minister of Justice Alina-Stefania #Gorghiu meets with Ambassador of the United States of America H.E. Kathleen Ann #Kavalec

Minister of Justice Alina-Stefania Gorghiu and Ambassador of the United States of America H.E. Kathleen Ann Kavalec met today, July 31, 2023, on bilateral judicial cooperation.

The Minister of Justice stated that partnership with the US is a necessity for promoting human rights and the rule of law. In this respect, the Romanian official welcomed the very good level of bilateral cooperation in the judicial field, proposing new topics of collaboration, such as legal education in schools in Romania. The Minister of Justice also noted the importance of predictable legislation for the development of the business environment and stimulation of foreign direct investments in the Romanian economy.

Alina-Stefania Gorghiu showed that Romania remains committed to fighting corruption and implementing the recommendations of the 2022 Rule of Law Report and the Venice Commission. Thus, the Romanian official pointed to recent developments in the field of justice, such as Romania’s accession to the OECD Anti-Bribery Convention and the adoption by Parliament in June of legislation amending and supplementing the Criminal Code and Criminal Procedure.

One of the topics addressed was the digitalization of the judicial system in Romania. In this regard, the Romanian official said that the Ministry of Justice is in the process of implementing the ECRIS V system, which will allow electronic and secure access to documents from court files to all interested parties.

The Minister of Justice presented the progress regarding detention conditions in Romanian prisons, pointing out that two new penitentiaries will be built that will provide approximately 2,000 additional places for inmates over the next four years.

Regarding the issue of human trafficking, Alina-Stefania Gorghiu said that the Ministry of Justice fulfilled its duties according to the 2022 Report on Trafficking in Persons and other country reports in this field. The Minister of Justice also mentioned the recent establishment of the department for victims of crime at the level of the ministry. At the same time, Alina-Stefania Gorghiu mentioned the new draft law of the Ministry of Justice and the Ministry of Internal Affairs to extend the protection order to all categories of victims and to all types of violence, including online violence. Thus, regardless of the relationship with the victim, several categories of aggressors will be able to be monitored by electronic bracelet.
